Nuclear Abolition Day
June 25 is Nuclear Abolition Day, an annual global day of action for a treaty to outlaw and eliminate nuclear weapons. This year's abolition day coincides with a meeting of the nuclear weapons states-U.S., Russia, France, China, and Great Britain-to discuss nuclear security. The Nuclear Abolition Day website provides a list of events that are taking place around the world, as well as ideas for things you can do to spread the word. In "North Korea and a Nuclear Ban," Fredrick Mattis assesses the likelihood that North Korea would be a willing participant in a global ban on nuclear weapons. He examines the "Agreed Framework" between the U.S. and North Korea, and he argues that the collapse of the Framework cannot necessarily be held as proof that North Korea will cheat on new agreements that are negotiated, because the Framework is focused solely on plutonium processing activities. Mattis also argues that the argument that North Korea is unlikely to comply with a global ban on nuclear weapons because it is isolated is misguided-North Korea has commercial and diplomatic relations with over 130 countries. This thought-provoking article shows that a global ban on nuclear weapons is not as pessimistic a view as many believe!
In the past few months, a spate of nuclear arms control related legislation has been submitted to the U.S. Congress. Although many of the proposed bills are in response to the protracted debate on New START, and Senator Kyl's inability to prevent its ratification, others are aimed at promoting nuclear nonproliferation and strengthening the international arms control regime. Some of the more relevant pieces of legislation introduced in this session include protocols attached to nuclear-weapon-free zone treaties, changes to peaceful nuclear cooperation law, and legislation to guarantee the modernization of the U.S. nuclear arsenal. This legislative update summarizes this legislation and analyzes the effects on U.S. nonproliferation and disarmament goals.
